In opening the expert meeting, the Special Envoy reminded attendees that the initiative to declare a mountain five-year plan belongs to President Sadyr Japarov. He announced it at the 76th United Nations General Assembly session in September 2021. On December 14, 2022, the UN General Assembly unanimously adopted the "Sustainable Mountain Development" resolution and declared 2023-2027 as the "Five-Year Action Plan for the Development of Mountain Regions."

The initiator of the meeting reported that the project roadmap is currently being discussed on various platforms with the participation of government agencies, international organizations, independent experts, and the creative intelligentsia. He also noted that during the 6th Global Meeting of the Mountain Partnership held in the United States in September 2022, elections were held for the Steering Committee of the Mountain Partnership. The Kyrgyz Republic was elected to the aforementioned body for the first time and is represented by N. Aitmursaev.

According to the Special Envoy, the meeting of national members of the Mountain Partnership will allow for comments on the project roadmap for the "Five-Year Action Plan for the Development of Mountain Regions" to be considered. He stated that the state is open to ideas and proposals to bring the issues of mountain region development to a relevant level and find like-minded individuals. In response, meeting participants expressed gratitude for the organization of the event and shared their suggestions.

The Mountain Partnership brings together more than 480 members, including 63 countries. It was founded in 2002 as a voluntary alliance of United Nations partners dealing with issues of mountain peoples and the environment. The Rural Development Fund is a member of this international organization.
